ذَٰلِكَ أَنْ لَمْ يَكُنْ رَبُّكَ مُهْلِكَ الْقُرَىٰ بِظُلْمٍ وَ أَهْلُهَا غَافِلُونَ
This is because your Lord would not destroy towns unjustly while their people were negligent.
